The Senate Commerce and Human Resources Committee plans to hear more public testimony about Gov. Butch Otter’s proposal to create a state-run insurance exchange under federal health reforms, and a few minutes before the 1:30 p.m. hearing started, folks were lined up to sign up to testify.
